Ability to accept FEMA housing vouchers

Here in Florida we have had 2 major hurricane in two weeks we are in position to help but we can't without being able to accept fema tsa I had a booking for over 3k for 30day rent thur airbnb inquiry but I had to turn it down and a inquiries from insurance companies we need to be in business with fema on hostipitable .
