Allow Business-level Transactions in the CSV Import

Some business transactions are not property-specific. An example would be an office phone or domain website charge. Those types of transactions need to be imported for the business and not for a property. It would be really helpful if it were allowed to import CSV file where the property column is empty, or change it to Business name instead.
