Allow hosts to add existing property tags to other properties

Currently, when a host goes to "Properties" > click on a property > "Details", they can add brand new tags to the property by typing it in from scratch. In addition to that, hosts would like the ability to select from tags that have already been used for other properties via drop-down menu, so they don't have to type it out every time.
