Allow keeping cleaning fee while basing commission on nightly rate

Currently, managers must choose between basing their commission on the nightly rate (Accommodation) or the full payout. There is no way to configure the system so that the manager keeps the cleaning fee while simultaneously calculating their monthly commission based only on the nightly rate. This forces managers to choose one model over the other, which doesn't fit all management agreements.
