Allow Manual Adjustment of Cancellation Fees for All Cancellations

Currently, the system applies cancellation fees automatically based on the cancellation policy and whether the cancellation is host- or guest-initiated. However, there should be the flexibility to manually adjust the cancellation fee amount regardless of who cancels the booking. This feature is important because guests sometimes do not pay the cancellation fees, which can skew revenue metrics.
