Allow %task_list% shortcode to be used in event based notification rules

Currently, the use of this short code is disabled for event based notification rules. Some hosts would want to send the task list to teammates before check-out, it would be great to allow this shortcode to be used to allow the hosts to send a reminder of what tasks need to be completed.
