Allow primary users to limit which Metric dashboards secondary users can see

Currently secondary users inherit visibility of all dashboards created by a primary user. Primary users do not want to expose every dashboard to every secondary user — they only want each secondary user to see dashboards relevant to that user’s access level or scoped properties
