Allow Secondary Users to Receive Mentions Only (Without Guest Message Notifications)

Currently, secondary users with Inbox access cannot receive notifications for mentions ONLY without also receiving regular guest message notifications. We’d like to allow secondary users to receive push notifications when they’re mentioned by the host, while excluding notifications for standard guest messages.
