Delay when sending Task Updated notification for manual tasks

Summary of request from host- When manually scheduling a task, I would queue the notifications from update rules for, say, 5 minutes into the future. Whenever a new task update notification is added to the queue, I’d delete any existing notifications from the same rule (and/or booking). So only the last update notification is kept. This would require no changes to the existing UI, keeps the same auto save behaviour, and would send only the last task update, or at worst one per 5 minutes.
