To give hosts an option to disable Guest Vetting to certain reservations, with full understanding that they'll lose some feature like the damage claims, or something similar.
We're actually working on this now, as you've described it, with custom quotes. Given that custom quotes are often for guests the host already knows, we will let you soon opt out of the guest vetting. We don't see a path to do that on the Direct sites yet, but eventually we will transition to vetting guest once on their first reservation, rather than vetting for each reservation.

I don’t think this should be closed. Guests don’t always contact us before hand to provide a custom quote.

This is done for custom quotes. For bookings from direct sites, we will instead allow returning guests to skip guest verification. See
