Display all active messaging rules in the main rules list without requiring search

Problem Statement

• Active messaging rules don't appear in the main rules list view unless you search for them by name
• Even with 2 pages of rules, some active rules are hidden from the list view
• The only way to find certain rules is to use the search box and type part of the rule name

Current Workaround

• Manually searching for each rule by name using the search box to locate and edit them

Impact

• Time-consuming to find specific rules when you have many of them
• The list view becomes unreliable for locating active rules
• Creates unnecessary friction when managing messaging rules

Proposed Solution

• Ensure all active messaging rules are displayed in the main rules list view, regardless of their names
• The list should show every active rule without requiring search to reveal them
