Use local time rather than UTC in pending draft message notifications

When Hospitable drafts a message and then holds it for review, the email notification I get regarding the draft message looks like this:

A message to Tom Beerley will be sent at 20:27:44 UTC. This message executes the rule "Adjust AC/heat before check-in". We encourage you to review this message or delete if it is not necessary.

I think most people would agree that this email notification will be much more useful if the time was expressed in local time rather than UTC.
