MCP support for reading and toggling messaging rules

Problem: Hospitable currently lacks native date-based scheduling for messaging rules, meaning seasonal messages must be managed manually.

Current Workaround: Creating calendar reminders via MCP to manually toggle rules on and off twice a year.

Impact: This creates unnecessary manual work and adds to the mental load of managing a calendar to ensure messages are sent correctly.

Proposed Solution: Expand MCP capabilities to allow users to not only read rule data (names, scope, timing) but also perform actions to toggle these rules on and off.

Unlock: Users will be able to use their MCP connection to fully automate the scheduling of seasonal messaging rules.
