Send message to a selected guest based on the current state of a messaging rule

Allow a user to send a message to any guest they choose when looking at a message rule. For example, the messaging rule might have been updated and the user wants to send it again or they know it wasn't read by the guest. This can save them from having to copy and paste the message and send manually.
