Send payments to guests regardless of payout balance

Currently, the "Send or request money" tool only allows hosts to send funds if there is an available payout balance in the connected bank account. Hosts need the ability to send payments (such as apology payments or small refunds) through Hospitable even when the balance is zero. This would allow hosts to handle these transactions professionally within the app without having to share personal banking details or use external payment apps like Venmo or Zelle.
