User management property permissions to be scoped by channel/host account

Allow a secondary user to have permissions for properties based on the scope of hosts selected. This is extremely useful for large accounts so that anytime a new listing is added to a host account, the owner (who is a secondary user) will automatically have access to the new property instead of having the admin/primary account manually updated their UM profile and select the new property in the scope.
