Allow scheduled messages to be sent with a shorter delay for last-minute reservations

To eliminate having to edit check-in instructions on two places(Messaging rules, and custom codes) when trying to tailor automated messages for last-minute reservations. It is better add the exclude last-minute reservations in the New Reservation event message, and allow the Check-in instructions scheduled to be sent immediately or at an earlier time instead
